The Australian skipper has claimed 309 wickets in 71 Test matches with an impressive average.
Australia's chair of selectors the selector has declared that skipper Cummins will play a "major part" in this winter's England-Australia contest.
Speculation had been growing that Cummins might miss the series due to a ongoing back issue that was still troubling him.
Earlier indications from the squad suggested no final decision had been made regarding his involvement, with the five-Test series scheduled to begin on 21 November in Western Australia.
He revealed that Cummins is "building up" and remained hopeful about the prospects of participating.
"We're aware that the clock is ticking and there are permutations at play, not only his injury, but further aspects," Bailey remarked.
"It's positive. [We are] really confident that he's going to play a key capacity. With luck it's the first Test. Otherwise, then we'll pick it up."
Past Concerns
Cummins was ruled out the white-ball matches against India and New Zealand last month after examinations confirmed a stress reaction in his back.
He has a history of back injuries, with setbacks in 2012-13, 2013-14 and 2015-16 leading to absences from multiple domestic campaigns in a short span.
He emphasized he would be bold in recovery efforts in his rehabilitation process to secure his spot for the Ashes.
Bailey noted that there was no confirmation if he had started his bowling workouts as part of his comeback but conceded it was "becoming urgent" for him to regain fitness for the first Test.
Alternative Arrangements
If he's unavailable, ex-skipper Smith will lead the side.
All-rounder Cameron Green was recently pulled out from the national team for their limited-overs matches against the subcontinent side as a safety move because of an abdominal issue.
Bailey described it as a "minor" injury and mentioned that Green will play in the Sheffield Shield, so will be "ideally positioned to deliver overs."
"Extensive planning has gone into building out the plan for him to take part for the opening match as an all-rounder," the selector detailed.
"His involvement was limited to the first two ODIs anyway. The way he swings the bat in limited-overs, even if it just sets him back for another day, we just made the decision to take a cautious route."
